Let's try this as a scenario:
1164 - Hexarchate assumes full control of border planet Hartsh as part of countermeasures to handle increased Eel activity. Rebellion breaks out almost immediately. Dar and remaining members of her family become part of the rebellion.
1167 - Kel forces break the rebellion. Remaining rebels rounded up and sent to forced labor far away from their native planet (similar to Roman handling of native legionary recruits in conquered/absorbed areas).
1168 --> 949 - While laboring to improve terraforming in the backwoods of Sindol, Dar falls through a time rift and ends up in the early days of Heptarchate Sindol, when Port Honjin had just got to the point where it could really be considered a city. A biology survey team finds her on one of the as-yet unimproved continents and assume she must be a survivor from some earlier exploration effort. What with the ongoing disruption from the Liozh situation, this is less far-fetched than it might have been at other times.
953 - Dar becomes involved with malcontents/rebels (former Liozh sympathizers) on Sindol, which leads to her recruitment for the Wasp project.
