I haven't determined most of this because the Rahal are not a focus of the existing books, but my thoughts are that inquisitors may testify, and there are probably a fair number of them, yes. If you have something in particular in mind, we can certainly talk about it!

For heresy, you're guilty until proven innocent. For civil offenses like space traffic tickets, you're innocent until proven guilty. Which is probably not very reassuring, given the number of things that are considered heretical in this society.

Are inquisitors called in for space traffic tickets, or only major crimes? And what's the overlap with the Vidona? If the Vidona deal with cases involving heresy, do they use Rahal inquisitors to determine guilt/innocence, or just torture?

Inquisitors usually handle major crimes, and are sometimes loaned out to other factions for questioning (e.g. Kel Brezan in Raven Stratagem). Most things like space traffic tickets are handled by lower-level magistrates.

The Rahal will tend to determine guilt/innocence and hand things off to the Vidona for the actual torture, but it's not unheard of for Vidona to take things into their own hands. This is sometimes a bone of contention between the two factions.
