[Sure. The Andan have three tiers. First Class would be like ambassadors or very high-ranking diplomats. Second Class are the mid-tier folks, some of whom specialize in cultures internal to the heptarchate because it's a multi-ethnic/world/etc. polity, some of whom specialize in foreign cultures. Third Class are basically one step up from cadets, usually still in training. It's not too weird to see one assigned to a Nirai station if contact with different peoples from different times/places is expected. A Contact Specialist, Second Class would probably stick pretty closely to their mission statement rather than being in a position to determine policy--they'd defer to their superiors for that.]
