You could definitely do hypertargeted ads like that, and they wouldn't look that weird, especially if you're Andan traders scoping out the market, let's say. If it looks really weird, you could possibly try to blame it on the local Shuos and people will probably sigh and shake their heads about Shuos shenanigans.
